Native Narratives: The Representation of Native Americans in Public Broadcasting

Introduction

Images of Native Americans and their cultures have long fascinated American audiences, but Western media has often misrepresented Native Americans. Non-Native peoples with little knowledge of Native Americans, their histories, and their cultures, often have associated them with common media stereotypes such as the Noble Warrior, the Savage Indian, and the American Princess. These racialized representations reinforce simplistic narratives of Indigenous communities, obscuring their complex histories. This exhibit highlights how public radio and television has represented Native American communities living in the United States — both in ways that reinforce media stereotypes and in ways that reject them. Most importantly, the exhibit emphasizes the rise of Native-created public media and the production of programs by Native peoples for their own communities.

Using guidelines provided by the National Museum of the American Indian, the exhibit uses the terms "American Indian," "Native American," and "Indigenous" to refer to the cultures and communities of peoples living in the United States before the arrival of Europeans.2 Where applicable, the name of a specific tribe or nation is used when referring to an individual or group.

The exhibit organizes a selection of public radio and television programs in the American Archive of Public Broadcasting's (AAPB) collections into five sections that examine the history of Native American representation in public broadcasting and how Native peoples have responded to their depictions. The sections focus on the strategies that Native peoples have used to maintain their cultural and community ties. Although the exhibit covers a wide range of events and topics significant to Native peoples, it does not cover the full diversity of Indigenous cultures in the United States and throughout the world. There are many more relevant public radio and television programs that are not included in the AAPB. Throughout each section, the selected programs either comment on or exemplify the types of media that have dominated the perception of Native Americans by mainstream audiences. The first section includes discussion on the origins of Native American stereotypes and how they have continued to influence modern representations of Native peoples. The section also features Native Americans speaking about how these representations have impacted their cultural identities.

The second section, on United States policies of termination, tribal restoration, and urban relocation, discusses how commercial and public news outlets depicted Native peoples in ways that ignored their perspectives of current events and history. The third section provides a brief history of the American Indian Movement (AIM) and programs with interviews of prominent AIM leaders. News outlets, both commercial and public, often do not report on issues significant to Native peoples. News coverage, however, is not uniform, and local and national coverage of Native communities widely differs. The programs featured in the second and third sections illustrate the frustration that many Native peoples have had over their representation in the news. Additionally, the sections provide radio and television programs that feature Native Americans speaking about issues important to them and their communities.

The fourth section, "Native Americans in Contemporary News Media," focuses on Native owned and operated news outlets such as National Native News and other public broadcasting news programs that provide programming either for or about Native communities. The last section, "Visual Sovereignty: Native-Created Public Media," spotlights documentaries and other types of public radio and television programs made by and for Native Americans.

Programs featured in this exhibit come from a variety of stations and producers throughout the United States. Native owned and operated stations and media centers, such as KYUK-AM (Bethel, AK), KWSO-FM (Warm Springs, OR), and Koahnic Broadcast Corporation (Anchorage, AK), represent important outlets for Native-created public media, along with Vision Maker Media (Lincoln, NE), the premier funding source for Native American public media productions. Other prominent outlets include stations from Minnesota - (Twin Cities Public Television), Alaska - (KDLG-FM; KAKM Alaska Public Media), Wisconsin - (Wisconsin Public Radio; WPNE) and California - (KPFA-FM/Pacifica; KPCC-FM) — all states with large populations of Native Americans. For programs in the exhibit that were nominated for Peabody Awards, descriptions have been taken from materials submitted by their producers.
